Gambling watchdog penalizes UAB Nese

(PRESS RELEASE) -- The Gambling Supervisory Authority under the Ministry of Finance of the Republic of Lithuania imposed a fine of EUR 6,000 on the gambling organizer UAB Nese for violations of Article 18, Part 1 and Article 15, Part 1, Point 2 of the Law on Gambling of the Republic of Lithuania (hereinafter referred to as the LGA).

After evaluating the actions recorded by video cameras, taking into account the explanations of the Company's employees, it was determined that on 10 January 2025, from 8:00 p.m. to 12:00 a.m., a celebration organized by UAB "Sekmes tiltas", a company operating bars, took place in the company's gambling house, at the address: A. Stulginskio g. 8, Vilnius. The evening's guests, who were invited by UAB "Sekmes tiltas" and came to the event, received orange bracelets. The bracelets' roots were placed in a container, at the end of the evening, all the roots were laid out on the American roulette table and the winners were drawn.

After conducting an unscheduled special inspection of the Company, the Director of the Supervisory Service, by Order No. DIE-438 of 9 October 2025 "On the unscheduled special inspection of UAB "Nese" in accordance with the inspection order No. PT-12 of 10 February 2025" (hereinafter referred to as Order No. DIE-438), stated that:

1. The Company did not ensure that during the event, which took place on 10 January 2025, from (approximately) 11:35 p.m. to 11:58 p.m. at the roulette table, a game that did not comply with the provisions of Subsection 3.1 of the Company's Regulation would not be organized at the Company's gambling house (casino) (address: A. Stulginskio g. 8, Vilnius), therefore the Company violated the provisions of Article 18, Part 1 of the ALI.

2. The Company's video recordings of 10 January 2025, recording the gambling process at the gambling tables in all of the Company's gambling houses (casinos) (address: A. Stulginskio g. 8, Vilnius), do not show gamblers and/or staff serving gamblers, and the cameras above the tables are positioned so far that it is impossible to associate the actions of gamblers and/or staff serving gamblers with the person performing those actions, and the (additional) camera at the cash register does not record the faces of customers who have approached it, therefore the Company violated Article 15, Part 1, Clause 2 of the ALI.

By Order No. DIE-438, the Company was warned about the possible suspension of the license to organize table games and games with category A slot machines for violation of Article 15, Part 1, Point 2 of the ALI, and a deadline was set (no later than 30 October 2025) by which the Company must eliminate this established violation.

Decisions made by the Supervisory Authority are not final and may be appealed in accordance with the procedure established by the Law on Administrative Procedure of the Republic of Lithuania.

Possible violations are examined and proposals for a decision on the imposition of a fine and its amount are submitted by the Advisory Commission for the adoption of a decision on the imposition of a fine and its amount, established by order of the Director of the Gambling Supervision Service.
