(PRESS RELEASE) -- The Gaming Supervisory Authority under the Ministry of Finance of the Republic of Lithuania reviewed UAB “VSGA” during a scheduled inspection determined that during the period from 2 April 2024 to 21 June 2024, by posting an advertising signboard PC “Akropolis” with the Company’s trademark without a warning notice, paragraph 2 of Article 10 of the Gaming Act was violated , which provides that “when posting the advertisement specified in paragraph 9 of this Article, a warning notice must be provided <...>”.
In accordance with subparagraph 3.1 of the Order No. DIE-38 of the Director of the Supervisory Service of 30 January 2025 “On the scheduled inspection of UAB “VSGA” in accordance with the inspection order No. PT-17 of 16 April 2024” (hereinafter referred to as the Order No. DIE-38), it was decided to consider the violation of Article 10, Part 9, Part 2 of the ALI established in accordance with subparagraphs 5.6–5.7 of the Order No. DIE-486 of the Director of the Supervisory Service of 29 June 2020 “On approval of the criteria for minor violations of the requirements of legal acts regulating gambling and lotteries” as a minor violation of the requirements of legal acts . In accordance with subparagraph 3.2 of the Order No. DIE-38, it was decided not to apply the sanctions provided for in the Code of Administrative Offences of the Republic of Lithuania to the responsible person for the established violation of the ALI.
Also, Order No. DIE-38 stated that in the Company's video recordings of June 4, 2024, recording persons entering the Company's gambling houses (casinos) located at the addresses Antakalnio g. 37, Vilnius, Šeškines g. 32, Vilnius, Karaliaus Mindaugo pr. 49-4, Kaunas, the image of the entering persons is blurred, and it is impossible to identify the entering persons. Also, on December 18, 2023 and June 4, 2024, The video recordings capturing the gambling process at the gambling tables in all of the Company's gambling houses (casinos) (Antakalnio st. 37, Vilnius, Ozo st. 25, Vilnius, Šeškines st. 32, Vilnius, Karaliaus Mindaugo pr. 49, Kaunas, Aušros al. 64A, Šiauliai, Danes st. 17A, Klaipeda) do not show any gamblers and/or staff serving gamblers. Therefore, the Company violated Article 15, Part 1, Point 2 of the ALI ( the video recording system must operate in such a way that the video recordings clearly show persons entering the gambling house (casino), the gambling process at the gambling tables, the actions of gamblers and employees serving gamblers performing operations with money (including the exchange of money into tokens and tokens into money) and the actions performed during the inventory (from the moment of taking the deposited amounts and tokens from the gambling tables until their counting).
By sub-paragraph 3.3 of Order No. DIE-38 , it was decided to approve the Conclusion of the Advisory Commission and to impose a fine of EUR 15,000 on the Company for the established violation of Article 15, Part 1, Point 2 of the ALI.
Having determined that the Company continues to violate Article 15, Part 1, Point 2 of the ALI on the date of adoption of Order No. DIE-38, the Company has been warned about the possible suspension of the license to organize table games and games with category A slot machines for the established violation. It has been determined that the Company must eliminate the established violation no later than 27 February 2025.
Decisions made by the Supervisory Authority are not final and may be appealed in accordance with the procedure established by the Law on Administrative Procedure of the Republic of Lithuania.
Possible violations are examined and proposals for a decision on the imposition of a fine and its amount are submitted by the Advisory Commission for the adoption of a decision on the imposition of a fine and its amount, established by order of the Director of the Gambling Supervision Service.
